Description: Summit Technologies, Inc. is seeking an IT Program Manager with a strong Telecom/Infrastructure background. This position is located in Ft. Meade, MD. This is a government contract and requires a U.S. Citizenship with an active secret clearance (eligible for a TS/SCI clearance). The IT Program Manager will be responsible for managing contract program performance, deliverables and a team of technical resources to include Information Assurance, Acquisition Management, Logistics Management, Enterprise Architects, Project Managers, and System/Network Engineers. This will be in an effort to manage network infrastructure, application management, cyber and sustainment activities in support of the Department of Defense.
Required Skills and Experience:
  • Provide leadership in all aspects of program management to include contractual requirements and deliverables; act as the primary point of contact for all contract matters, and performance of assigned personnel and subcontractors for FFP, Cost Plus and T&M contracts
  • Serve as primary Point of Contact for Contracting Officer Representative (COR) / Contracting Officer's Technical Representative (COTR)
  • Consult with customer and Government Contracting Officers to ensure contractual conformity and compliance
  • Provide financial, staffing, and technical reports showing project status to customers and management.
  • Communicate issues, risks and solutions to Government management in support of programmatic efforts
  • Create project plans to track status of projects
  • Assure teams or departments operate in an integrative and collaborative fashion in support of programmatic activities in NIPR, SIPR, and JWICS environments
  • Meet financial objectives by forecasting requirements; preparing an annual budget; metrics reporting, spend plans, funding packages
  • Provide detailed program status reviews and other formal reviews to be presented to the Government Contracting Officer
  • Manage the status of all tasks and funding efforts through regular meetings or correspondence with the customer and any key stakeholders in support of budget creation and spend plans according to the FAR
  • Develop client relationships and personal interactions throughout the project
Desired Skills and Experience:
  • Total of 15 - 20 years of progressive work experience in technology in the Government space.
  • Minimum 7 - 10 years of experience in technology related business using established project management techniques and tools.
  • Experience in with Government contracts and working with Contract Officers strongly desired.
  • Demonstrated Program/Project Management skills centered on Finance Integration projects and processes.
  • Demonstrated ability to manage large projects and prioritize activities appropriately.
